Helm Chart transfer

@cl664y@att.com

@Mike Elliott

Discussion on the plan to transfer ownership form OOM team toward each project team.

No enforcement to make it happen for all project in Dublin release, but expectation to to completed within El Alto release. This could potentially be a S3P items.

4 projects have been identified for trial: Log, Policy, APPC and Clamp. @Mike Elliott will work with PTL to gather/transfer knowledge and create training materials.

Training to be done the week of Jan 14 and PTL to provide their commitment or not by M1 on Jan 17.

The transfer to all projects committing the "Helm Chart transfer" into Dublin Release is expected no later than M2 on Fev 14.

The concept of git sub-module (similar to what currently exist within Documentation) is going to be used to implement the "Helm Chart transfer".
