Background description

VFC has been migrated to Python3.6 and can support Python3.7 as well. Due to depending on ONAP logging which can't support Python3.8. VFC fails to meet REQ-373

For REQ-373, continue phased approach in coming releases based on commitment from the community.

For REC-365, VFC-1692: Two main process in vfc huawei vnfm podClosed created and tracked.
