Sandeep testing in Windriver. After successful integration and test, code will be used in Windriver. 
Sandeep and Reshma to work offline to identify exact version of image to use in Winlab

Issue: No explicit msg for CLC DENY flowing from DMaaP to MS.

Policy is supposed to send final NOTIFICATION for SUCCESS or FAILURE.
Policy should send a FAILURE msg to DCAE.
Discussion via email.
Notification message should go out on POLICY_CL_MGT. New topic DCAE_CL_RSP was added in April 2019.
Need to follow up on exact scenarion when DCAE_CL_RSP is used.
