Release Cadence proposal for upcoming releases

  PROPOSAL

• focus of prioritization on a couple of non-functional / best practices / clean-up for each release.

• If a component does not meet those "global requirements" set by the TSC it will not be part of the release.

• Will be presented at the TSC this week.

1. Issue is presented to TSC

2. Exception is granted, unless any single member of the TSC objects

3. In that case the original process is followed (i.e., review team considers issue and makes recommendation to the TSC, which then votes)
