Proposal for maintenance release process for ONAP Release

Feedback:  too much process and not compatible with release process transition in H release.

  • Only changes are in OOM repo
  • Krzysztof Opasiak suggests making change for RC0
  • Dan Timoney says that projects would also need to migrate their local environment
  • Change will be backward compatible
  • Q:  make v3 default; or support both.  Former would require switching gating to v3.
