Maintenance Release

Harish will focus on the dmaap issue first, the certs will be second priority, they will be an issue in March. We will self release a Guilin maintenance version.

Discussion on attribute inclusion of the owning-entity type information for multi-tenancy. Possibly use the data-owner, data-source, data-source-version fields that was added in v23 in ECOMP (not yet delivered to ONAP)
