  1. Global requirement is proposed and approved by the TSC

  2. GR owner/stakeholder creates epic for work on GR in a specific release (Fix Version = [release name])

  3. GR owner/stakeholder or PTL attaches tasks to the release-specific epic for each project that need to complete work on the GR in a specific release (Fix Version = [release name]) and applies the label "GR-task".

  4. At the end of each release, the release-specific Epic is closed.  Any open tasks get moved to a new epic, with an updated Fix Version field.

  5. Based on this, I can add a tracking table for the tasks.  Since these tasks are not specifically tied to milestones, we might want to display it on a different page than the "milestone status" page.
