Need a JIRA in Policy to update the new tca Policy Type

Should cleanup the old Policy Type models that were pushed into SDC during Dublin as a gap solution for CLAMP. CLAMP now can read the policy types via Policy Lifecycle API.

Will work with Vijay on defining the Policy Validation functionality needed for Honolulu.
