Background description

A chunk of javascript was moved from policy/apex-pdp to the policy/gui repo.  A side-effect of that move is that the test coverage for policy/gui dropped to 34%.  It is too late to increase it above 55% by M4.

Recovery plan

The policy/gui repo has no Guilin deliverables, thus this should not be a limitation.  In addition, test coverage will continue to be added post M4.
