to enable all Ms in OOM/gating. SON_Handler and KPI-MS are disabled in latest patchset as temporary workaround until policy configuration dependency is resolved

Two options possible: 

Option#1 - Disable policy configuration from helm charts under oom as both MS comes up with default configuration successfully (and include in documentation to override values.yaml to include policy configuration)

Option#2 - Bootstrap the required policies in Policy Framework deployment under OOM
