Monitoring Dashboard proposal/overview

Overall proposal for monitoring ONAP deployed components is welcomed
- Monitoring-service should be generic and support mutiple pattern matching. This could deployed as ONAP platform service (and not per pod)
Solution should be generic and applied as ONAP wide solution (instead of specific DCAE services like VES) hence need to be reviewed with other projects
Explore service-mesh based monitoring solutions if being considered in the community
