Define an iterative approach concerning Logging specification

Description

Based on feedback provided by the Logging PTL, the Logging framework has been recently updated in order to consider other open source requests. We need to define an iterative approach including the versioning so the ONAP community while we can get implementation artifacts/baby steps in order to avoid such issue during any incoming ONAP release.

Plus update: the collaboration with Acumos was driven by the fact they were shadowing ONAP (k8s and logging) - and were the most active in getting the spec working - more so than ONAP itself.

Hi , based on 's comment above, we already version the logging specification and it's now at version 1.2.2.  And no changes were added for Dublin.
