SDC/WF-D integration is broken

Description

Since El Alto, WF-D can't push its artifact to SDC using external APIs.

Need to reproduce and investigate the cause.

 

Acceptance criteria: WORKFLOW artifact chosen from WF-D catalog should be inside the CSAR as a deployment artifact.
