Complete preliminary documentation

Description

  • Create preliminary documentation for your Use Case, Feature, or Specification, including release note and ONAP documentation updates.

    • Recall that release notes should link to changes in the documentation

  • At a minimum, insert placeholders for your documentation (e.g. "TODO REQ-xyz").

  • Add link to merge request as a comment to this issue
