Create application framework for Policy Service SDC Distribution

Description

As an ONAP Policy Developer, I would like to build the core framework for the Policy Service SDC Distribution application so that the application exposes a Health Check API, is packageable and configurable, is deployable as a docker container, is testable via CSIT and is able to be integrated into K8S Helm charts.

Per requirements of ONAP Integration and OOM team.

This user story covers the development of the health check interface, and creation of the thread that integrates distribution, and start/stop of the application.
