Pushing of optimization policies fails

Description

After optimization policy is created and when it is being pushed 400 bad request is returned.

For policy upload following script is used https://github.com/onap/demo/blob/master/tutorials/vFWDT/policies/rules/uploadPolicies.sh

Not really sure what to conclude at this point.  It looks like there was either a problem with DMaaP MR, or a problem in the networking between PAP and MR.  The fact that SB00 network went belly up while investigating makes me wonder if it was the latter.  After reloading SB00, it looks OK now, though I'm still seeing periodic failure messages reported by MR:

HTTP/1.1 503 Service Unavailable

Hopefully, your tests will be successful now.

yes, clone demo repo and get to tutorials/vfwdt folder, like in the doc mentioned

The configuration seems right to me, can you retry  - I see that the xacml-pdp was restarted 7 times, and may be you happened to hit the problem in one of those restart intervals, which will explain the message.

Let us know how the retry goes, I tend to think that it may be OK, as system looks OK to me right now.
