Parameterize values.yaml docker image repos into global config variables

Description

To parameterize values.yaml docker image repository into global config variables for centralized configuration management that will allow during the deployment to override their default values without having to modify values.yaml files for each component in OOM.

Other issue at the customer site (because nexus3 is blocked in their lab - but dockerhub is not) - switched their image repos in the yamls to use the onap repo on docker hub - problem is that policy docker images are named differently (policy-policy-db instead of policy-db) for example to account for the directories in some of the nexus3 images. Other issue why are we using mariadb:10 from nexus3 is it is just a mirror of dockerhub
