Multi-site support CNI reference integration

Description

Builds on node labels and affinity/anti-affinity capabilities in Casablanca.

This is another step towards geo-diversity, enabling a single addressable network across an entire k8s cluster/onap deployment. Applications will still need to be geo capable, supporting deployment of multiple redundant pods that are tolerable to some increase in latency.

This issue has not been updated in 18 months, or more. The issue will be closed and resolved as "won't do" by Jan 21, 2022. If you do not wish the issue to be closed, please do the following:

1. Review the assignee field and update if necessary
2. Update the Fix Version field to the current release
3. Add a detailed comment explaining why the issue has been dormant for 18+ months, why the issue is still necessary, and what remains to be done.
