new node port for Portal’s HTTPS port

Description

The Portal team is looking for a new node port for Portal’s HTTPS port to be exposed similar to the http port 8989 which is exposed for Portal application.

Please let us know, the right port number that we should choose. So that the OOM scripts can be updated and the wiki page - https://wiki.onap.org/display/DW/OOM+NodePort+List.

Logging team has assisted portal for this work as per mitigation of some of the risk in https://wiki.onap.org/display/DW/Casablanca+Risks
For dublin we will also help retrofitting the portal/sdk library.
