Verify readiness of release artifacts

Description

Verify the correct version of RELEASE artifacts are available to the integration team.

  1. Project submits patchset for OOM Master

  2. Pass sanity test

  3. Integration team verifies version in OOM master matches version planned by the project on the Readiness Dashboard

On behalf of Brendan: Our latest pull request: https://gerrit.onap.org/r/c/oom/+/105038 addresses this issue (  already confirmed that the patch fixes the issue on April 10), but since this new version of MUSIC uses https, it is breaking the OOF deployment which still uses the older http-based API. We will work with OOM and OOF to see how to move forward but from our point of view we no longer have pods running as root and this is now an integration issue.
