NDCB does not return attributes from ND back to aggregator

Description

just going by information for now. 

It seems that in the internal deployment, the NDCB does not send back the attributes to agg.  Looks like ND -> NDCB is OK. 

Seems like a recent issue might have interrupted the functionality.
