Add Health Check to POMBA Service Decomposition context builder

Description

Currently, ONAP Robot health check is enabled for the following POMBA Microservices:
pomba-aaictxbuilder
pomba-sdcctxbuilder
pomba-networkdiscoveryctxbuilder

Requirements:
1. update ONAP Robot and/or POMBA Service Decomposition context builder code to enable health check for POMBA Service Decomposition context builder
2. Update this page to include health check information for SDNC context builder
