Add ReadtheDocs Entry for Configuration Persistency Service

Description

This will add an entry to ReadtheDocs Entry for Configuration Persistency Service. The Use Case entry in readthedocs is under the Integration Repo. The wiki is located at: https://wiki.onap.org/pages/viewpage.action?pageId=64003184

Currently this use case does not have an entry in ReadtheDoc

I moved the Jira to Guilin.

for Frankfurt, I referenced the wiki page https://wiki.onap.org/pages/viewpage.action?pageId=64003184 in the doc https://onap-doc.readthedocs.io/projects/onap-integration/en/latest/docs_usecases.html#docs-usecases

official documentation is expected for M4, I did not see that it was a wiki page. I will be more careful next time

Any update..doc was expected at M4 for use cases

In the main doc I referenced a wiki page but did not find any official doc

shall we close this Jira as won't do or move to Guilin?
