Currently there are no commands to create and distribute a VSP. The instructions in this link https://onap.readthedocs.io/en/latest/submodules/cli.git/docs/user_guide_end_to_end_onap_cli_commands.html#creating-cloud-customer-and-service-type describe how this can be done. However when I tried to do this, I saw the following error; 

0x6003::Command vsp-create is not available for product version onap-casablanca

I also tried doing this using the onap-beijing CLI but I encountered the same error. It appears the commands are not present in the CLI.
