Implement latest (Nov'24) version of R1-A1(P) - V3 DataModel & Controller

Description

Latest R1-AP (A1 Policy Management) API emerging  so need to update the new 'v3' controller and data model.

Main issue is around how to correctly support the status notifications … studies ongoing.

(In this round - will not add support for notifications / subscriptions)
