Status notifications: Remove statusNotificationUri optional input parameter when creating a Policy

Description

In 'v3' (R1-A1) API Remove parameter "statusNotificationUri" from "PolicyObjectInformation"
Clients will not be able to register for status notifications.

Will add a more complete solution for handling A1-Policy status notifications later to be compliant with R1-A1 specification (July 2024)
