AAI Healthcheck passes even though aai-champ is crashed

- we added a check for champ to wait for Kafka to be available, which should fix this one. champ is not critical to the beijing flows, so if it's down it's not a huge deal but nevertheless if one of the services is down we agree that it should not pass the health check. Is there something we can do from our end, like set up port monitors for each docker instance to make sure they're all running? Any other suggestions? Thanks in advance.

Model-loader transactions don't go through champ.  In fact, nothing goes through champ now that the work to have resources run over Gizmo was moved to Casablanca.

, and - should/can we add to health check a model-loader transaction so it runs a request thru champ?
