CSIT tests as a jenkins gate (before Jenkins)

CSIT runs once a day against the Master branch. Functionality only gets verified AFTER merges.  
Continue running just a merges as is. Maximizing Benefits of CSIT in ONAP Development

Will need to do a pilot project to test out the approach. Will not complete in El Alto.
