Email from Dan Timoney abandoning an old commit https://gerrit.onap.org/r/c/ccsdk/sli/+/132541?usp=email . Vishal confirmed this is not needed since we have started using A1 Policy Management Service. This makes an alternate path available.

DMI Plug-in: code will be shared with Priyank. Changes to support: cmHandle registration, EVC event handling

To be done: persisting the CM change in CPS.
