PdpHeartbeats are not getting processed in PAP. After investigations, found that the policies list in PdpSubgroup (DB) is not matching with policies liast in PdpStatus (DMaaP). As a result of which the heartbeat processing fails and pdp update & pdp state change messages are sent back to PDP.

Fortunately the PDP's are not getting removed bcause they immediately reply back to PAP with succesfull response for pdp update & pdp state change. But the health & statistics are not updated in DB.
