When does proposal go into Papyrus model in Gerrit?

We can use IISOMI Stereotypes to describe maturity of specific model elements.

Editor could put concepts into model and use the IISOMI Stereotypes and when elements get moved into Papyrus model. Kevin will put together a separate wiki proposal.
