When an Allotted Resource is associated with its providing service through a requirement/capability (onap.capabilities.AllottedResourceProvider) pair, the relationship established is AllottedBy.  This clearly establishes the dependency of the allotted resource on the providing service, and thus affects the declarative workflows on the both sides of the relationship.
