OOF Beijing (R2) Release Planning

Targeting the first version of ONAP-OF release in R2. The first deliverable for ONAP - OF is planned to be the HAS (Homing and Allocation Service) optimizer, a policy driven service placement and resource allocation service to allow deployment of services and VNFs on a multi-site, multi-VIM infrastructure. More details will be added to this section as they are finalized.
