CLAMP ↔ CDSIn Progress

Issue to get the CBA package deployed from SDC, so it's impossible to get the data from CLAMP

Currently the latest CDS image is not yet ready (blueprint-processor) in OOM, the attempt to upgrade manauly to version 1.1.0 did not work properly		PASS

Tested on Windriver, lab in clamp tenant (node 10.12.16.10)

When a "onap.policies.controlloop.operational.common.Drools"

or "onap.policies.controlloop.operational.common.Apex" is inserted to the loop, the list of payloads for policy was well provisionned by the CDS Call - PASSED
