Yang model (including cell id, pci value, neighbor list) is needed for:
- netconf interface to RAN simulator
- designing payload of DMaaP message from PCI Handler MS to Policy and Policy to SDN-C.

Initial setup of RAN network details by OOF, SDN-R (in Config DB) and RAN-Simulator
Initial setup of RAN network details shall be done using a config file having the layout as specified in SIM_Ran_config.json.
Neighbor list contains only the CellIds of the neighbors.
The field "sector" is used to provide input on the sector of a cell in case of more than 1 cell in the same location. The depiction in GUI for sectors 1, 2 and 3 for cells in the same location is shown below. The dotted line shows the case when there is only 1 cell in a single location.
