    - two chains are created: 1) CST-ServiceProfile-VF-AllottedResource; 2)NST-NSST
    - no direct relationship between CST and NST in design time
    - allotted resource is used to indicate that the relationship between CST and NST will be defined in runtime
    - how the mapping is done in runtime is not clear yet
    - AP: Andy will further check with Gil and Michela will check with Chuyi about this use case of allotted resource
