- LF IT Release engineers comes up with a solution to allow us to continue to have the global nature of the RTD jobs, but make those by-passable; either via a comment that will validate the person making the comment is a maintainer of the repository or via a new by-passable voting account
- TSC vote #1: allow PTL(s) to override the result (RTD failure) when needed.
- TSC vote #2: allow PTL(s) to override the result of the GHA required job for any UNEXPECTED problems
