Content Comparison

For Rel 9, we assume:

1. NCMP may not be available. So update of CPS Core is done by TBDMT for primary and secondary models
2. SDNR uses template-based DG to make netconf changes.
3. SDNR sends CM Notify update to TBDMT (VES based) and TBDMT maps this "primary
    information and makes both primary and secondary update

To align with target,

1. TBDMT will plan to send primary update to NCMP and secondary update to CPS Core
