The interchange can happen any time after stage 3 in the Plug and Play flow.
The Licensing Service exchange happens external to ONAP. This solution and message exchange is optional. It will be dependent on a specific service provider's solution for Licensing Management.

Licensing renewal is architected as part of the vendor solution. Unless the license is perpetural, licenses have some a validity period that they should be renewed at the expiry of that period. It is up to the xNF to refresh the license.
