Proposal for use of SNAPSHOT and STAGING images in Honolulu
SNAPSHOT tag would be applied and mean docker images that have not yet been verified by CSIT (regardless of their origin. i.e. if they have built from code in master or some specific review patch)
STAGING tag would be applied only to docker images that have been
built from master and
passed CSIT
Only STAGING images would be eligible for higher level E2E testing and RELEASE tagging
