Large number (1180) of Jira issues assigned to the release, given the short schedule and limited resources.
- Projects are encouraged to review issues assigned to Guilin for closure or deferment to a future release

Proposal to expand exception process to include waivers.
- Present issue to TSC
- Ask whether there are objections to a waiver
- If any TSC member objects, then a review team will be formed and the current process followed
